Presentation of the Bank of Algeria


The Central Bank of Algeria was created by the number 62-144 law passed by the Constituent Assembly Dec. 13, 1962 , establishing and fixing the statutes of the Central Bank.
Adjustments were made ​​in the 70s and early 80s. Reform of the financial system , both in its management in its powers, nevertheless became imperative .
Law No. 86-12 of 19 August 1986 concerning the organization of banks marked the beginning of the reform of the Algerian banking system.
Thus the Central Bank recovers prerogatives in defining and implementing monetary and credit policy , at the same time that were reviewed its relationship with the Treasury.
These developments , however, have proven ill-adapted to the new socio- economic context marked by deep reforms.
Law No. 90-10 of 14 April 1990 as amended and supplemented on money and credit would completely redefine the configuration of the Algerian banking system.
The law thus confers broad autonomy, both organic and functional at the Central Bank , now known as Bank of Algeria.
Ordinance No. 03-11 of 26 August 2003 on monetary and credit repeals Law No. 90-10 of 14 April 1990.
Ordinance No. 10-04 of 26 August 2010 amending and supplementing Ordinance No. 03-11 of 26 August 2003 on money and credit.
Management , administration and supervision of the Bank are provided respectively by the Governor, the Board of Directors , chaired by the Governor and two censors. The Board of Directors is composed of three deputy governors and three senior officials appointed for their expertise in economic and financial matters.
The Governor is appointed by presidential decree. The three Vice-Governors are appointed under the same conditions. The other members of the Board are appointed by executive decree .
The censors are appointed by presidential decree on the proposal of the Minister of Finance .
The Board enjoys classical prerogatives of a body of this kind .

ROLE AND RESPONSIBILITIES :
The Bank of Algeria 's mission is to maintain in the field of monetary, credit and foreign exchange , the most favorable conditions for development directed to the economy.
The Bank of Algeria establishes the terms under which banks and Algerian and foreign financial institutions may be allowed to be in Algeria and to operate there .
It establishes , in addition, the conditions under which authorization may be modified or withdrawn.
The Bank of Algeria determines all the standards that each bank must comply at all times , including those relating to:

It has also a network of 48 branches and agencies , ensuring him an effective presence in each of the provinces of the country : the agencies and branches are coordinated by three regional offices located in the cities of Algiers , Oran and Annaba.
A staff of nearly 3,000 agents contributes at all levels to achieve the objectives of the Bank.
An extensive program of modernization of equipment and working methods as well as a training program has been implemented to allow the Bank of Algeria to respond and ensure that the banking system as a whole meets the requirements of new context, both nationally and internationally .
A cell responsible for the implementation of the project " PAYMENT SYSTEM " is installed since the end of 2001.
